Bonkers D. Bobcat (voiced by Jim Cummings) is an overly energetic and hyperactive cartoon bobcat that works in the Toon Division of the Hollywood PD. He meets Pooh and the gang in Winnie the Pooh Meets Bonkers.
Once a big name cartoon star for Wackytoons Studios, he was fired due to his show being bumped out of first place in the ratings. Pooh and his friends meet him when they warn him of a falling billboard. Bonkers, Pooh and the gang were introduced to law enforcement when they unknowingly saved cartoon celebrity Donald Duck from a park mugger (mostly due to the help of officer Lucky Piquel) and were given full credit for the mugger's capture. For his actions, they received the Citizen of Valor awards by the Chief of Police, Leonard Kanifky. Bonkers, while soaking in the praise, told the chief about how his experiences starring in police cartoons helped in the capture of the mugger. Chief Kanifky mistook his fictional roles as real life, world wide police accounts and, thinking that Bonkers, Pooh and the gang would be benefits to the police force, asked if the former cartoon star and his friends would like jobs working for the Hollywood PD, which Bonkers accepted because of his recent unemployment from Wackytoons Studios. Bonkers then requested Lucky as his partner, and the two established the beginning of the Toon Division. When Bonkers first came home to Lucky's house, he was treated as a sort of adopted son to Lucky.
After the solving of their first case and the defeat of The Collector, Bonkers and Lucky stayed partners and Pooh and the gang continued on their journeys.

- Genie imitated Bonkers in an episode of Aladdin.
- Officer Jenny and her partner, Bonkers, will appear at the ending of Ash's Adventures of A Goofy Movie. They will be called by Principal Mazaur after he went into a panic upon seeing Max and Goofy dancing with Powerline at his live concert in Los Angelas. When he fabricated the story in front of the kids at the party who were watching the concert on television, Officer Jenny and Bonkers looked at Max dancing with his father with the popstar. They attempt to make it clear to the principal that Max is harmless and didn't pose him as a public menace to society. But Mazaur went into a tyrannical tantrum and demanded a lawyer. In the midst of his rage, he accidentally revealed his true nature in front of his own students when he threatened to place anyone who protests against him on the electric chair. This caused Officer Jenny and Bonkers to declare that Mazaur is nothing more than a deranged lunatic who cares very little about his students. In retaliation, they strapped him in a straitjacket and drove him away. He is then imprisoned in Arkham Asylum for his crimes of death threats, attempted murder, abuse of power, harassment, incrimination, cruel and unusual punishments, and conspiracy for a long time, much to the kids' happiness.
- In Pooh's Adventures of 101 Dalmatians, The Series, Bonkers makes a brief cameo when he is asked by Pooh to drive him and his friends to Roger's house. They meet Nanny along the way by rescuing her and arresting a criminal. Pooh thanks Bonkers for his help and Bonkers goes back to Hollywood.
- Bonkers appeared in Hubie and Marina's Adventures of Pokémon: The First Movie. He joins the team at the end when he has no recollection of the Pokemon Vs Clone battle.
- Bonkers will have his own movie, Bonkers Adventures Of Cats Don't Dance. He will be the little brother figure to Sawyer and partner to Officer Jenny. Fawn Deer will also star in this movie as Bonkers' best friend. Later on in Hubie and Marina's Adventures, she will be his girlfriend and after that his wife.
- Bonkers (alongside Officer Jenny) is good allies with Commissioner Gordon, Renee Montoya, of the Gotham City Police Department, Miranda Wright, and the Blue Senturion.
- Bonkers and Officer Jenny would sometimes go down to Arkham Asylum in Gotham City to keep an eye on all the inmates there including the Crime Empire itself. She also keeps an eye on Bane due to him having super strength with the venom he uses to make him strong enough to break out of Arkham, and Clayface for his shapeshifting abilities, as well as the Joker and Negaduck for their crazed nature. She also does the same with him at other prisons such as Blackgate Penitentiary, for Gotham's sane criminals, Stryker's Penitentiary in Metropolis, and the facility of Belle Reve.
- Bonkers, along with Officer Jenny, will appear in Pooh's Adventures of Turning Red, where they punish Ming Lee for her behavior by giving her a huge fine for causing major disruption to 4*Town's concert, public endangerment to the citizens, and collateral damage to the SkyDome in her giant red panda form. Before leaving, they tell Mei Lee and the rest of her family to keep Ming Lee and her violent temper "under control" while also getting an autograph from 4*Town since they secretly were fans of the popular boyband.
- Bonkers, along with Officer Jenny, will guest star in Ash's Adventures of Madeline: Lost in Paris where they will help our characters find and rescue Madeline and the lace factory girls from the clutches of Madame LaCroque and her cohort, Henri. In the end, they will take LaCroque to Arkham Asylum where she will be placed in solitary confinement for her horrible attitude towards children.
- Bonkers and Officer Jenny will appear as recurring allies in George, Harold and Mr. Krupp's Adventures Series.
- Bonkers, along with Officer Jenny, will appear in Ash's Adventures of Sing 2 where they give Jimmy Crystal a public arrest for his heinous crimes against Buster Moon, his crew, and his own daughter, Porsha Crystal.
