Portnoy is a background character, and a camper who went to Camp Sunny Smiles for most of the series. He doesn't make any major appearances until the two-part series finale "The Camp Lakebottom Classic," where he is kicked out of Camp Sunny Smiles and is sent to Camp Lakebottom, along with Sasha Smithiwicks.

Portnoy is short, slender, has orange hair, pale skin and black eyes. He wears a yellow shirt, brown pants and white socks with blue sneakers.

- According to him, he has perpetual sinus issues, and that he can't taste or smell anything because of it.
- Similarly, he has been wedgied so many times that he is immune to feeling pain by being wedgied.
- He hacks government satellites for fun.
- He was kicked out of Camp Sunny Smiles for not having a platinum credit card.
- He does, however, have silver, gold and diamond credit cards.
