Toiletnator/Winston Farrow is the most pathetic villain in the series and an embarrassment to the other villains, to whom he is constantly trying to prove himself. He has control over toilets and toiletries. He is the self-proclaimed arch-nemesis of Numbuh 4, who is revealed to be his nephew.
